The city's silica-core network is slower than satellite, harder to maintain, and strangely immune to the outages that keep melting the sky-towers.
Last winter I spent three weeks in the lower maintenance tunnels beneath the Tartarus District, watching technicians splice light into ceramic-glass conduit laid in 2109. The work is claustrophobic, slow, and deliberately analog. No drone can fit inside the bore. No satellite can carry the signal. Yet when the solar flare of March 2137 knocked every orbital relay offline for eleven hours, the maglev cars kept running because their routing lived down there, in threads of fused quartz.
The cloud looks fast until the sky burns
Olympus planners call it the "stranded advantage." The megacity was wired before the first sky-tower went up, and the old trunk lines were never fully abandoned. Today they carry about forty percent of municipal traffic, not because the protocol is elegant, but because it cannot be jammed, spoofed, or bought by a holding company on Luna. That obstinacy has become a civic religion.

The glass network will never win a latency contest. What it wins is continuity. In a city that sold its weather to geoengineering contracts and its rooftops to ad-screens, the tunnels remain one of the few systems the residents actually own.
